WebMeph tileset is no longer available, unfortunately. I also recommend using the Lazy Newb Pack and choosing the Phoebus graphics. It is bright and has cartoon-like features. Ironhand and Mayday are also highly recommended. There is no best option so check out the graphics repository linked in the DF wiki.
